Foreword
The first edition of these ODA Evaluation Guidelines was compiled in 2003 by the Evaluation Division, Economic Cooperation Bureau (now the International Cooperation Bureau), of the Ministry of Foreign Affairs (MOFA), based on the Ministry's experience in the evaluation of official development assistance (ODA) and incorporating the latest theories and practices in this field. The guidelines have been revised several times, this being the fifth edition. The principal revisions for this edition reflect the merging in October 2008 of the Japan International Cooperation Agency (JICA) and the overseas economic cooperation operations of the Japan Bank for International Cooperation (JBIC) to form New JICA. In order to ensure objectivity and fairness in evaluating ODA policies, the International Cooperation Bureau's ODA Evaluation Division every year commissions a third-party evaluation, mainly at the policy level, by the External Advisory Meeting on ODA Evaluation. This Meeting is a private advisory body to the Director-General of the International Cooperation Bureau. The purpose of the ODA evaluation is to enhance transparency and accountability to the public, and to improve official development assistance by incorporating feedback from the evaluation and the resulting suggestions. The present publication is designed to serve as a guide for objective and fair ODA evaluation at policy level. In addition to evaluation based on the Foreign Ministry Organization Edict, the ODA evaluations undertaken by MOFA include evaluation specified by the Government Policy Evaluation Act , which came into force in 2002. The various types of evaluation included under "ODA evaluation" range from the policy level to the project level. These guidelines are intended mainly for evaluation at the policy level, which is the area of responsibility of the International Cooperation Bureau's ODA Evaluation Division. As to the organization of the guidelines, Chapter 1 (Basic Concepts of Evaluation) and Chapter 2 (The History of Evaluation) present an overview of the field. Chapter 3 (ODA Evaluation by MOFA) gives an outline of ODA evaluation and defines the position of ODA evaluation. Chapter 4 (Implementations of ODA Evaluations) goes on to describe the actual stages in carrying out ODA evaluation. We recommend that those who use these guidelines as
