It is expected that the readers of these guidelines will in the main be ODA evaluators, officials responsible for various ODA activities, and researchers in the field. At the same time, it was our intention to make this a useful work for all those involved in or interested in ODA evaluation, and for this reason we took pains to ensure that it was both easy to understand and of practical application. Be that as it may, policy-level ODA evaluation will be continued with a view to enhancing Japan's ODA policy. It is our hope that these guidelines will make a contribution to that end.
